Good day Sir!

Here are some of the questions I wanted to ask you Sir. You can choose any of it preferably of your liking and most comfortable of sir. Thank you!
• As a senator, what is the solution that you can think of that will help us in our ever-growing oil crisis we are experiencing as of the present? Do you have any alternatives that might solve the problem?
• As a senator, what bills are you planning to pass that will have a great effect to help our country’s economy and development?
• On the many problems/crisis which our country is experiencing as of the present, what are the things that should be given priority to be resolved first? And why is it so?

Thank you for your questions. Here are my brief answers to them:

• Solution and alternatives to our ever-growing oil crisis and alternatives:

The best and long term solution to this problem is self-sufficiency in oil production. Since this is a long-shot remedy, the government, in coordination with the private sector, should work hand in hand towards the achievement of a sustainable supply of oil at reasonable price.

• Bills I am planning to pass that will have a great effect to help our country’s economy and development:

I have filed my 20 priority bills that address the various concerns of our country. They may not directly affect the economy but they intend contribute to the development of our people and our country as a whole:

SB # and SUBJECT:
1* An Act exempting the purchase of medicine by senior citizens from the coverage of the VAT.

2* An Act upgrading the benefits and incentives of barangay tanod brigades.

3* An Act mandating the DOH to provide at least one health worker in every barangay, increasing their salaries and benefits.

4* An Act reviving the Philippine movie industry by providing incentives to the proprietors, leesees, operators of theaters and cinemas.

5* An Act to abolish the penalty of imprisonment in libel cases.

6* An Act making R.A. 7323 more effective and relevant to present and future conditions by expanding its coverage in terms of employer participation, adjusting the income classification requirement therein, providing automatic and non-diminution clauses on its budgetary allocation and providing penalties for those who dishonor the education vouchers.

7* An Act penalizing the commission of acts of torture and involuntary disappearance of persons arrested, detained or under custodial investigation and granting jurisdiction to the Commission on Human Rights to conduct preliminary investigation for violation of the custodial rights of the accused.

8* An Act increasing the internal revenue allotment of local government units (LGUs) and authorizing its automatic retention.

9* An Act promoting the welfare of and providing protection to journalists, providing penalties thereof and for other purposes.

10* An Act providing for a Magna Carta for the Philippine National Police.

151* An Act appropriating the amount of two hundred thousand pesos (P200,000.00) per annum for every barangay for six consecutive years to constitute a fund known as the Rural Livelihood and Economic Development Fund.

152* An Act amending Article 287 of P.D. 442, as amended, otherwise known as the Labor Code of the Philippines, by providing financial assistance to employees who reached the age of sixty five but are not entitled to any retirement pay.

153* An Act establishing the Philippine Goat and Sheep Center.

154* An Act amending R.A. 8042, otherwise known as the Migrant Workers and Overseas Filipinos Act of 1995, further improving the higher standard of protection and promotion of the welfare of migrant workers, their families and overseas Filipinos in distress, and for other purposes.

155* An Act providing for relief from and execution of final decisions and awards of the National Labor Relations Commission and the labor arbiters.

156* An Act amending R.A. 4670, otherwise known as the Magna Carta for Public School Teachers, and for other purposes.

157* An Act providing for additional benefits and protection to househelpers.

158* An Act to strengthen the University of the Philippines as the National University.

159* An Act establishing the new Labor Code of the Philippines and for other purposes.

160* An Act revising R.A. 9136 entitled "An Act ordaining reforms in the electric power industry, amending for the purpose certain laws and for other purposes".

179* An Act amending Article 287 of P.D. 442, as amended, otherwise known as the Labor Code of the Philippines, by providing an earlier age of retirement for certain classes of employees.

180* An Act amending Article 287 of P.D. 442, as amended, otherwise known as the Labor Code of the Philippines, by requiring employers to release the retirement pay of employees within fifteen days from submission of complete documentary requirements.

• Priorities to be resolved first among the many problems/crisis our country is experiencing:

I believe that the most immediate concern that the government should address is the provision of basic necessities of our people – food, health, decent shelter, and employment. If we have a healthy and productive citizenry, they will all be able to contribute to the development of our country.
