Kasabay ng pagbubukas ng ika-15 Kongreso noong Hulyo, naghain si Senate President Pro Tempore Jinggoy Ejercito Estrada ng higit dalawampung panukalang batas sa Senado. Dahil dito, isa na si Jinggoy sa mga mambabatas sa Mataas na Kapulungan na may pinakamaraming panukalang batas na inakda at isinumite para sa konsiderasyon at pagtalakay ng mga komite.
Partikular na tinutukan ni Sen. Estrada ang makabuluhang reporma sa organisasyon at programa ng mga kagawaran para sa mas epektibong serbisyo publiko; mabilis na pag-resolba sa mga labor cases at labor claims at pagtataguyod ng mga karapatan ng manggagawa; at pagsusulong ng interes at kapakanan ng mga mahihirap, informal settlers at mga ordinaryong mamamayan.
Ilan sa mga bagong panukalang batas na ito ay ang mga sumusunod:
- An Act providing for a Magna Carta of the Poor;
- An Act requiring all private and public establishments to provide free parking for all customers, patrons, clients, consumers and the like, for the first three hours of use of the parking space and its facilities;
- An Act strengthening adult education programs for workers and employees;
- An Act providing for the resettlement, aid and rehabilitation services for the informal settlers affected by the demolition of houses / dwellings along danger areas as well as the victims of disasters and calamities ;
- An Act granting retirement incentive and health care benefits to professional Filipino athletes who have won world titles or world championships;
- An Act expanding and maximizing the scholarship grants extended to the family members of personnel of the Philippine National Police (PNP), Armed Forces of the Philippines (AFP), Bureau of Fire Protection (BFP), and Bureau of Jail Management and Penology (BJMP);
- An Act providing for additional benefits and protection to public utility vehicle drivers through the implementation of a comprehensive assistance program;
- An Act granting scholarships to household helpers and for other purposes;
- An Act reorganizing the Department of National Defense (DND) and the Armed Forces of the Philippines (AFP) and for other purposes;
- An Act strengthening conciliation-mediation as a voluntary mode of dispute settlement for all labor cases;
- An Act regulating the compensation of public utility bus drivers and conductors by requiring bus operators to pay them fixed monthly salaries.
